Europe and the National Factor

Visions of Europe range from a confederation of nation-states to a single-state entity in which the 'nation' appears as little more than a folkloric thing of the past. Although there is a clear tendency to limit the authority of the nation-state in line with economic developments, evidence of nationalist upsurges show that the idea of the nation will continue to compete with 'Europe' or at least influence ideas of Europe for a long time to come.

One has to take into account the fact that education in Europe has been traditionally conducted under the aegis of the nation-state. The resulting traditions and the force of habit tend to maintain the structures underpinning national standpoints.
